A Gifted and Talented Program has no seats for an 8th grader who has just moved to New York City? Not if your mom is the Deputy Chancellor. A seat is found. (Is a child expelled to make room?)
What is ok or not ok for everyone else is discarded if a VIP from the Chancellor's Office wants to have their child(ren) in a specific school. This is what getting appointed to Chancellor is all about. Friends and relatives get their choice of placement.
